I wouldn't call this a fresh install. You're copying old files to the new installation with a script. That are files which a new installation don't have. So if the login screen is prevented by a e.g. faulty entry in the config file created by the installer it wouldn't have no impact on you "fresh" installation, right?

Update: Looks like the core plugins were not activated on a fresh installation.

Has this issue been solved? I have a similar issue. I installed limesurvey on my local machine on xampp. Was able to configure. But there is no login input fields to log in to do admin page.

I was able to bypass this by changing the config.php file 'urlFormat' => 'get'

However, the admin page doesn't have any buttons to create survey etc. It just says "no available surveys".

Could you someone help me?

Well, if you have a look at the bug report that Jelo posted, you should see that this bug was fixed in Version 2.54.5.

That sounds more like the survey list, which is reachable without any login.
