Yes, I totally agree that the options to add subquestions/answer options should be on the edit question page. However: They never were before either. You had to save the question and then add the answer options/subquestions on a different screen. Just like now.
Only now (from 2.5) this is even more hidden than before.
@Tammo made some nice mockups on how to improve the interface, make it more intuitive and quicker to use. But the suggestions have not been taken over by the development team.

Provide your LS version and where it is installed (own server, uni/employer, SaaS hosting, etc.).
Always provide a LSS file (not LSQ or LSG).
Note: I answer at this forum in my spare time, I'm not a LimeSurvey GmbH employee.
@holch Agreed it is more obscure. When I first used LS, 9 months ago, I had no trouble creating a questionnaire including array questions. This time I spent endless time and got nowhere:-
There are two explanations for this:-
1. I have become more stupid in the intervening time (not impossible but improbable)
2. The interface had become less intuitive.
Even not knowing you, I am quite sure it is "2". Unfortunately.
There are some attempts to fix this, but currently other things seem to have higher priority than fixing the usability problems.
For me, this actually would be highest priority. Because currently it is quite tedious work to add a new question with 2.5.
Which is why many of the older Limers are still sticking with 2.06. It is just so much quicker to create surveys. Whenever I answer questions here on the forum that require some testing I am forcing myself to do it with 2.5+. But each time I am puzzled how bad the process actually is. Just yesterday... Created a question. Then no where to go. You have to click on close on the question edit screen to get to the options to add/edit answer options and subquestions. Just doesn't make sense to me.
