Should be OFF. 
The setting for so called "super admins" is always OFF.

I agree with Joffm. This most likely has to do with the XSS filter. The "IT person" is most probably a superadmin and they don't get filtered, even if the XSS filter setting is "ON". Now "normal" users like you and the students will run into the filter, if it is "ON".

Thank you both very much for your answers! I forwarded the idea of the XSS filter to the IT person, now she has changed this parameter on my account and indeed it solved the issue.

What LimeSurvey version is used? The issue around XSS and video embedding was already fixed and might has returned as a bug.

I am using the web version of limesurvey, with firefox.

Here is the info i found on the main page of my account: LimeSurvey Version 3.23.6+200929

You see your version now is more than one year old and in the meantime got a lot of updates and bugfixes.

I checked the changelogs
