Did you modify the template? I am wondering about the rounded edges in the second screenshot.
Or in which browser are dropdowns displayed like this?
Anyway, I could not reproduce. (Android, Google Chrome, 320x640)

Well, I think, that when you modified, some media queries were not set well.
Below screen width of 800px the items are not displayed in equal width.
and below 640px furthermore the display of the dropdowns is not changed that they are below the item text.
And what about the "normal" display of the grid. (radio buttons)?
Does this work?

There is more going on here than CSS issues. The drop-downs displayed on phones don't appear to be LimeSurvey elements and contain no options. The LS drop-downs are hidden on phones.
I would start with a recent shipped template and work from there.

It looks like you are applying this workaround which was never intended for drop-down arrays -

It cannot be used if the array already contains dropdowns. You cannot have dropdowns in dropdowns.
