Volunteers are not paid.
Not because they are worthless, but because they are priceless

Hi,
so the workflow is:
1. Somebody selects a person from a list.
2. He evaluates this person
3. After evaluation an email is sent to this person.
Or did I misunderstand?

Yes...The workflow is exactly this way:
1. Somebody selects a person from a list (drowdown or radio list).
2. He evaluates this person
3. After evaluation an email is sent to this person saying to this person that was evaluate.
4. After this, the person can view the evalueted.

But where is the question to select the person?
How does the list look like?
Does it contain name and mail address?

Here, I should say: Create a good looking report with the plugin "pdfReport" and send it to the evaluated person. After this, the person can view the evalueted.

Please,
provide clear and full information.
I am sure your list doesn't look like this.
And I assume your list will have a certain structure
And how long will it be?
About 20 names, 100 names, 5000 names? Or how many?
This information is important because it affects the type of question to use.
There are solutions for any of them, but we have to select the best, the most convenient for the respondent.
20: You can use a simple list(radio)
100: maybe a searchable dropdown

5000: preferable an autocomplete. A nice solution you find here a few days ago
