Which plugin are you talking about?

1. Is this plugin compatible with V5.x.?
2. There is no "config.xml" in the folder of some "old" plugins. If this is the case you have to create one. Just copy one from another plugin and adapt.

As your system is running on a Synology NAS (assumption made based on a link you posted on another topic), my guess would be that the folders/files do not have the correct permissions.
I answer at the LimeSurvey forum in my spare time, I'm not a LimeSurvey GmbH employee.

I have no idea, you will have to check the folder for the plugin and see which permissions they have and if changing them has any effect.

But first of all I would check the points Joffm has mentioned.

This is a question theme and not a plugin.

Read the readme.md inside the ZIP file for instructions to install manually or via ThemeManager.
