How do I develop a plugin that uses an external library?

Hi, I was wondering if there is a tutorial that explains how to make a plugin from scratch. First of all, I am still learning so some things that may be taken for granted by others may not be known by me yet, so feel free to answer as if you were talking to a baby :) 
Basically I have to develop a plugin that will integrate this JS library for eye tracking:  webgazer.cs.brown.edu/#
or this other one:  gazerecorder.com/gazecloudapi/
My questions are: what language do I need to know/use for this, where do I start and what I have to do is possible. Also, once (if) I will have developed the plugin, how can I make it possible that someone else just uses the plugin I made? I tried reading the documentation but, to be honest, unfortunately it was not very clear to me
