How to add elements to the survey's admin UI?

I'm trying to add an ON/OFF button to the survey's general settings in the survey admin UI. I'm doing this by echoing some HTML and JS during the afterQuickMenuLoad event. This approach seems to work fine unless I create a new survey, save it and immediately navigate to the survey's general settings in the admin UI. In this case the echo does not seem to work.

So, my questions:

1. Is there a better way to add a button to the existing admin UI that echoing JS/HTML? If there is, what is it?

2. To what or which event(s) should I attach my UI building code if I want it to render the UI reliably every time I enter the survey's general settings view?
