I would like to change some of the labels, but don't know how. For example the "End URL", because not everyone knows what an URL is. Also I'd like to change/hide and preset some of the settings, e.g. we don't need "Publication and access control" etc.

Can this be done with a plugin?

easiest way to do is to edit the translation file.
you could even submit your modification if they make sense.
LimeSurvey has been build by technical persons, so naming can sure be improved (like "Tokens" that has been renamed "invitations" few time ago)

3. I have another idea where translation is done like this :
3.1 : find translation in www.yiiframework.com/doc/api/1.1/CDbMessageSource
3.2 : if not here : get translation from www.yiiframework.com/doc/api/1.1/CGettextMessageSource like currently.

Then : to update a string on specific system : user can update DB directly. And after : can construct a method to access this DB.

(PS : maybe it can be done in plugin only !)
