Please help us help you and fill where relevant:
LimeSurvey version: 3.28.52
Own server or LimeSurvey Cloud: Own Server
Survey theme/template: Organizational

I am reviewing the release_notes.txt before upgrading to V6.x.x and noticed that some Fixed issue # are prefixed differently in he same update.
Ex:
Changes from 4.3.14 (build 200826) to 4.3.15 (build 200907) September 7, 2020

-Fixed issue #15656: Quick translation: Basic and detailed admin notification emails can't be translated (Gabriel Jenik)
-* Fixed issue #16565: Transfer surveys window to be displayed to ask to transfer surveys to other users while deleting the survey owner (Gabriel Jenik)
#Updated translation: Ukrainian by imnetxiin

Is there a difference between the -Fixed and the -*Fixed ?

I see one difference in the bug tracker.
-* Fixed issue #16565:  Here there is a related bug report in the bug tracker.
-Fixed issue #15656: Here is not

Feel free to verify my idea.  (or falsify).
Find more of these fixes in the release notes, open the bugtracker and check.
