Is there a way to disable? What services will this affect?

I recommend to open a bugticket via the bugtracker.
So that the developer can update the version.

Why disable it? I would download the newest version from
momentjs.com/
and replace the relevant files in the LimeSurvey directory
/third_party/moment .
