Does Lime Survey have the option to set or adjust time limits on surveys? I am having submitters getting kicked out of the survey or asked to start again... and I think it is due to them taking too much time. Is it possible to take off any time limits and if so, where in settings would that be indicated? Thanks.

There is a session limit set via php.ini (default is 1440 seconds). If e.g. a respondent is not interacting with the survey (e.g. clicking next page) the session time might become an issue. If you have a long survey on one page you need to ensure that the submit button is reached in time. Or change the session time limit.

And how and where do you change the session time limit? I want to either increase it or eliminate the time limit altogether as this survey requires research on the part of respondents during the taking of the survey. Thanks.

This session expiration limit is part of the PHP setup. It's not related or part of LimeSurvey.
If the issues you described are caused by session expiration, you can check and change the parameter
session.gc_maxlifetime
