Unable to rename templates/themes - Event 304 in web logs

Version -3.25.9+210125
We are unable to rename templates/themes. It will result in an error saying we don't have the permissions to do so.
Along with this if we choose all themes for permissions it will revert.

I have checked all file permissions and didn't see any problems there.

I have also experienced where a new template can be renamed but once it's renamed there is a message that it can't be found.
This is referenced in an older fix in 2.05 -https://bugs.limesurvey.org/view.php?id=8861. I experience the same thing.

First of all, the templates/themes that come with Limesurvey (Standard Themes) should not be renamed. If you want to create a new theme or give it a different name, copy the theme. The themes that come with LS should stay untouched.

Then, check if the problem persists, have a look at the folder permissions and if they are set correctly (as requested in the installatin description in the manual here). Some folder need specific rights.

The Standard Themes are untouched.

The templates/themes in question were imported and not the same as the standard themes. If I take a built in theme and extend it I'm able to rename it once. Then it will act the same when renamed as the other imported templates/themes that we are using, meaning they will exhibit odd behavior when being renamed. It will say it doesn't exist or I don't have permissions.

The workaround right now is to extend any theme and then rename it. Using the rename button doesn't work.

I'll double check the folder permissions but I have done that a few times now.

I enabled debug mode in PHP. I'm not seeing any errors.

I receive this message when attempting a rename -
Template could not be renamed to 'test_theme'. Maybe you don't have permission.
