Hello,my lab is using limesurvey and I found this plugin that another user told me may be useful for obtaining the order of randomized questions.

I downloaded it but I don't quite understand how to upload it to the server and use. Can anyone help?

LimeSurvey is not offering any upload / installation function for plugins. If you have no access to the pluginfolder of the LimeSurvey installation, you will have to ask the administrator of your LimeSurvey installation.

I can't seem to find the directory when I login although I am an admin, how do I know if I have FTP access?

Here we do not talk about a LimeSurvey admin, but about the admin of the web hosting in your company.
If you have an ftp access you should have got the credentials and with a ftp-client like Filezilla then you can access the installation of LimeSurvey.
