I tried to create a new survey using the import LSS file feature. But the questions and question groups are not importing properly even though the system says the process is completed.

I built the survey on Version 4.3.9 (200806) and I am trying to import it to Version 3.22.210.

You cannot import 4.x surveys back into 3.x. There are databases structural differences.
