You should ask a little more precisely.
As we neither talk about "skins" nor "templates", but "themes", you should at least specify which theme you want to remove.
Survey themes you remove here
As survey themes are stored in "upload/themes/survey" make sure the theme folder is gone.
Or do you talk about question themes?
These themes are stored in "upload/themes/questions". Remove the theme folder.
Or do you talk about the admin theme?
Or about something quite different?
