German special characters are not stored correctly in the tables after upgrade was created by arunicbe

We have recently upgraded to Version 4.1.13+200325. (PHP 7.2.31, MySQL 5.0.12). The survey is in German.

After upgrade, some of the names stored in the responses and participants table are not stored correctly.

They do not have proper characters. Please see the attachment.

Let me know how to fix this.
