QuestionEditor doesn't load was created by bethencourty

Hi
I have
Windows server 2016
SQL server 2012
IIS
PHP 7.2.31
limesurvey Version 4.2.5+200526

Everything seems to be working fine except for the question editor

Which give several error on the console on does not load.

Any idea ?

And if you start : my advice (and surely Tony too) : install a 3LTS version to work and a 4.X to experiment

Assistance on LimeSurvey forum and LimeSurvey core development are on my free time.
