LimeSurvey can be used for forms, but isn't offering a real form builder feature set.
E.g. try to create a form where you have 3 rows and in every row you have a different amount of form fields of different types. The amount of time you will need to invest into LimeSurvey to get that done in comparison to tools which purpose is to create forms is a lot higher. So it really depends on the kind of forms you want to create if LimeSurvey is suitable for your needs. Check the demo and try for yourself.
