Http 500 error on first run

Http 500 error on first run was created by D4476M

I am trying to run Limesurvey for the first time we are hopeing to useit with OSticket to get feedback from staff but
I get a 500 error when i first install Limesurvey it is when it tries to go to https://Myserver./index.php?r=installer/welcome
I have read on one forum it was cause by a bad download so i downloaded it again and got the same
My system setup is
Windows server 2019
IIS 10
PHP 5.6.31
My SQL 5.5
I have looked through the forum but cannot find anyone with a similar error

PHP 7 or later is required - www.limesurvey.org/manual/Installation_-...rvey_on_your_website
