IIS + Windows + SQL Server Installation forces SQL Server Auth and unusable

We are installing the latest version of LimeSurvey CE to replace an older version living on a version of PHP with a vulnerability. We are on Windows Server 2016 with IIS 10 and SQL Server 2017 as well as latest PHP and ODBC Drivers.

Unfortunately, all of our Enterprise DB Servers are configured to only use Windows Auth for security reasons.

The LimeSurvey install forces SQL Server Authentication -- even though we are providing a username and password -- and it fails to install.

Updating the config.php or the connection string is ONLY possible after the install is successful.

I have seen several bug reports and forum stories about this issue, but no real resolution or comments since 2014.

Is there an update on why this is hard-coded and how it can be avoided? It is NOT an option for us to switch the auth to install and switch back as done here bugs.limesurvey.org/view.php?id=7804#c29413
