Just download the normal, current 3.x. It is still the most current stable release, which is probably because they are still not called LTS. But it was decided that the version 3.x will be continued as LTS after LS 4.x has been released as stable.
So there will be no new features, only bug and security fixes.

Is it still accurate that 3.x "LTS" will reach its end of life at the end of 2020 meaning we will need to upgrade to 4.x at that time? Or are you saying that support for 3.x will continue to be supported past 2020?
I am not part of the developer team (just helping out in the forum), so I am not the most reliable source. But the initial plan was to release 4.x in June/July and support LS 3 only until the end of 2019.
Now the newest information that I have is that LS 3.x will be supported as LTS (no additional features) until the end of 2020. After that the support for LS 3.x will probably run out, because probably LS 5.x will come out by then.
