Unable to log in limesurvey as adminstrator after login it showing the same page again.

OS version: Windows server 2008 R2 standard
Php version : 7.1
Apache: 2.4.27

There are an issue with apache on Windows server 2008 : there are a bug report (closed) where you have the information of the extension to activate.

i am unable to understand how to fix this issue... could you explain me in detail

Mentioning a bug without an ID seems to left everone unclear what kind of bug it is. I wasn't able to find the bug and I invested 15 min in Mantis. Is it a bug in Apache under windows? Or a bug in LimeSurvey? I cannot remember that issue or topic.

I remember such issue with windows, becaus i follow mantis . but 6 month old bug or more …
