That depends on what features someone is expecting when talking about a form tool vs. a survey tool.
I woudn't use LimeSurvey for forms. I would expect to have form elements and layout-capabilities.
The questiontypes offered by LimeSurvey are not the same thing.
Depending on where and how you need to publish forms, you will find different tools more suitable.
Sometimes plugins to a CMS are better than separate tools. Sometimes it is the opposite.
