Well, I guess you need to provide a little bit more information.
How can Limesurvey send emails to people that are not in the token table? How does Limesurvey get these email addresses? Are they in the central participant database??
I mean with the information you provide it is basically impossible to help you.
- What Limesurvey version do you use?
- Who receives this emails? Are those people known to you? Are these random emails? How did you know they receive these emails?
- How many cases are there?
- What is a "non participant list"? How are those connected to the survey?
- etc.
You need to describe the problem with as much detail as possible.
Currently it is a little bit like: "My car goes in the wrong direction, what should I do?"

Provide your LS version and where it is installed (own server, uni/employer, SaaS hosting, etc.).
Always provide a LSS file (not LSQ or LSG).
