I'm trying to install LimeSurvey on the cloud (pcf). But I see the following errors "Attempt to serve directory". PCF dashboard flags the application as "Running" but I can't access it via the browser.

Well, this isn't a LimeSurvey issue. Looks more like a issue with your container. The log events show an old apache version and a server built date of 2016. A third party container, which wasn't build by yourself? The apache seems to be unable to pick the directory content. I cannot see anything related to LimeSurvey.
You better ask your cloud provider or the creator of that container.
