I made a note in the bug that it can be closed. In case anyone else is having trouble after the update from 2.05+ to 2.06+, it would appear that during the upgrade all the language support other than the base language was deactivated. I didn't know that the upgrade would affect those settings, and since all languages were enabled by default in 2.05+ I had never explored that configuration. I was able to re-enable the languages necessary.
