What is the purpose of the Publish API setting? I enabled the RPC interface and most of my API calls work, but I get some errors when using the export_reponses call and I don't know if that has anything to do with this setting.

Publish API are only to show the function in the url (if cnnected).

Then i don't think.
Assistance on LimeSurvey forum and LimeSurvey core development are on my free time.
I'm not a LimeSurvey GmbH member. - Professional support - Plugins, theme and development .
