I am defining "stable" with what LimeSurvey team runs on their hosting. If I spin up a new instance on account.limesurvey.org, it sill spins up only V3. Did this just today for test and it still runs only v3 with no option to select the "stable" v4.
For me it is hard to consider V4 stable while LS team itself runs v3 on their hosting.

Assistance on LimeSurvey forum and LimeSurvey core development are on my free time.
I'm not a LimeSurvey GmbH member, professional service on demand , plugin development .
I don't answer to private message.

The meaning of the word "stable" for users

I consider that as an open secret. Looking at the SaaS offering by LimeSurvey GmbH is the best indicator for the most trusted version of LimeSurvey cause that is where "skin is in the game". The definition of "stable" changes with the point of view. Development vs.operations. E.g. not being able to capture data can be as bad as the loss of data. There is lot of improvement going on to get a better code quality. There is a good chance that V5 will mature cause there is not much time for new features while refactoring code. The lack of features seem to be no big issue for many users. At least with the current pricelevel. The biggest threat seem to be the ongoing search for a lead engineer and a product owner ( www.limesurvey.org/careers ).For me it is hard to consider V4 stable while LS team itself runs v3 on their hosting.

Does the limesurvey team have a roadmap for the planned work and release of the LS5 as an LTS?

Most of roadmap is internal right now.
If you want more info on LTS you can join our community meeting, Tuesday 14:30, Discord. Right now no concrete plans, but for sure there will be a new LTS.
