I published a survey and tested it a few times. Then I deleted all my trial responses, but the Response Balance still counts my previous attempts as responses. Is there any way to reset this?
If not - Is there any way to count only those responses as responses, who pushed the final 'submit' button?

I assume you are talking about the SaaS service provided by Limesurvey GmbH, correct?

In this case you will have to open a support ticket, because here in the forum we are generally users helping other users and we have no insights into how the servers of the SaaS service work.

That being said, you should read the FAQs because it explains pretty well how responses are counted. And deleting respones won't help to reset the count. They have been registered valid responses in your account und thus count towards your "allowance". Otherwise you could get around the limit by running the survey, export the first responses, delete them and then have the follow allowance again. So any response counts, they don't know if these are tests or not.

Also, even started but not finished responses count to this allowance.

A survey is taken and completed => 1 response
A survey is taken and only partially completed => 0.5 response
A dataset is manually added by an administrator => 1 response
A partially completed survey is marked as finished by an administrator => 0.5 response

So if you have a lot of dropouts, your allowance can go down quite quickly, as any survey that has been started counts as half a response.

So you obviously use one of the LimeSurvey plans.

And depending on the plan you have 
free: 25/month
basic: 1000/month
expert: 10000/year 
enterprise: 100000/year

And of course deleting responses does not affect the balance.
Otherwise you could circumvent the limits
