You may use an array filter.
But to be able to do this, insert a question of type "multiple" (hidden), where you set the relevant items (the ones which got a "Yes" in the array) by an equation (also hidden).
{M1_1=if(A1_1==1,"Y","")}
{M1_2=if(A1_2==1,"Y","")}
...

with "A1" code of the array question,
"M1" code of the hidden multiple question.

Now you may use "M1" as array filter in your ranking question.

Example in Version 2.06+ Build 160129

Put it into two groups.

To show these both questions on one screen is really silly.
As soon as respondents see what happens, answers will be biased.

that's true but my questionnaire has more than 30 questions with several themes categorized in groups and the two questions are in the same group.
So I cannot afford to do my questionnaire question by question because the respondents will answer by group of questions
when I said the format of the presentation I am referring to (Questionnaire property => general parameters => presentation and navigation => format => group by group) if I make this adjustment your solution will not work while I am under the obligation to present the question as what I described above I hope I made myself clear
