Don‘t use such awfull system …
1. THEY add tracker on their website …
2. When your user get your website : an external call must be done : YOU don't control what is loggued in this external call

If you don't activate Google analytics : LimeSurvey use only :
- SESSION cookies : keep session for this user : needed and technical : no need cookie consent
- CRSF cookie : only for current session , technical and no log : no need cookie consent
If user disable it : they CAN NOT answer to survey …

If you activate : Set cookie to prevent repeated participation : a one year cookie is set BUT only for internal use : need to inform your user
If you use Question timing : : a one year cookie is set BUT only for internal use : need to inform your user

LimeSurvey already have a data policy settings system, if you really need it : just activate., and DON'T use external website you don't control for this …

Do you use your survey in a iFrame?
if yes, it could be 3rd party cookie problems.
