Is it possible to allow registration form to public user and create a survey. If yes, please let me know how I can set it up

No, survey administrators must be created in the admin interface.

You probably can create a Plugin that allows this or use the remote API for creating the users.
Help us to help you!
  • Provide your LS version and where it is installed (own server, uni/employer, SaaS hosting, etc.).
  • Always provide a LSS file (not LSQ or LSG).

I don't think you can add survey admins via the API.
