You have a few options:
1. Go to the bug tracker and report the security issue directly there. You can use the same credentials as for the forum.
2. Go to "Support" on this website and create a ticket
3. Go to "About us" (
www.limesurvey.org/about-us/imprint
) and you'll find two emails.

Provide your LS version and where it is installed (own server, uni/employer, SaaS hosting, etc.).
Always provide a LSS file (not LSQ or LSG).

The server of the bugtracker seems to be currently down. When submitting a security issue via bugtracker you can set the ticket to private to give the developers time to fix the security issue. The are different opinions about the topic "responsible disclosure of bugs and security issues". Just FYI, no intention to force any way.
