Newbie question...

I have to put a consent statement at the beginning of the survey.

If the consent answer is 'no' I want to display a message 'Please reconsider' and then if it is still 'no', I want to display a 'thanks and goodbye' message and close the survey.

I have looked at setting conditions, but they don't seem to provide a close survey option.

Any advice appreciated,

Have a look at quotas - www.limesurvey.org/manual/Quotas

You can set a quota value of 0 and "Terminate Survey With Warning".
