I am experiencing an issue where users returning to complete a Survey are always directed to the first group of questions.

I mean, the answers they previously gave appear filled but they have to navigate with the "next" button until they pick up where they left. Which is annoying if you have like 15 groups of questions.

Is this as it is meant to be?

Obviously I have token based response persistence enabled.

We are talking about LimeSurvey latest 2.05 release.

Any help would be much appreciated.

Your question is not 100% clear, I informed you that the questionnaire contains several groups and each group contains several question, in this case check integrality property allocation and heritage of each group to the survey

Yes, before build 140915, the user return to 'last page seen', but in some condition : it break survey edition

I think the best way is to do a plugin, or reopen the bug #9196 explain the new system is less great for you.
