I am trying to add the "allow saves" feature under the "Presentations and Navigations" tab so that the audience can save un-submitted surveys. Unfortunately, that option is just not there in my survey. Below are screen shots of how it should be vs. how mine is. Wondering if anyone knows how I can have that feature or why that feature is not there. Thanks in advance.
:huh: Try to submit at least the first page (=first group) of your survey and check if the link appears on the 2nd page...
In other words, nothing submitted = nothing to save or store.

Have a look under "notification & datamanagement". There is an option "Participant may save and resume later?". I guess this is the option you were looking for.

Thank you Holch. That was it. However, I also had to enable the "enable token based response persistence" option under the Tokens tab.This allows the survey to not only save while the browser is running but also to save the survey even if the browser crashes. Thank you so much for the support. Issue resolved!
