Just upgraded to Version 1.91+ Build 11804.
No sure if it's a bug or just me that the predefined label set is always empty even when there are labels predefined.

did you use the comfort update feature to upgrade to Version 1.91+ Build 11804 or did you do a manual install? And are the predefined label sets empty in the label set editor or only when you use them to fill the answers of a question?
I did a manuall install and there doesn't seem to be any problems when using the label sets.

Label set editor works fine, but none of the label sets show up when I try to use them to design the answers of a question.

for me it sounds like a bug. You should have someone form the LimeSurvey support team have a look at it at their bug tracker:

Please check if your survey language and your label set language match. If they don't match, the label sets are not shown at the survey designer.

i have problem, i upload the label sets with csv file.
uploading file is success, but i can't find the label sets that i have uploaded.
the limesurvey version i used is Version 1.91+ Build 10563.
