You need to create the folder "upload" or give Limesurvey write permission.
If you copy a template to edit it, it will not be stored in the template folder anymore, but in upload/templates. This is new to limesurvey 1.9x I think.
Giving Limesurvey the permission to write in the upload folder should solve the problem.

Well, the upload directory should also be available, just in the limesurvey root, where you can also find folders like admin, classes, scripts, templates.
If the folder is not available, you'll need to create it and give limesurvey the rights to write into this folder.

Ok, I know this is a old post. But I have the same problem. But I still don't create and copy a template. Repertories (templates, tmp and upload) are all in 777. I have a terminal access without FTP.
I am also having the same problem. all of the directories required under Limesurvey were in chmod777 already and yet the template can not be copied nor can i create a new template. hope to hear from you soon! thanks! :]
If you did the command 'chmod 777 upload/' when your command prompt was set to be the root of the limesurvey site, that isn't enough. I think +R would have done it for all the subfolders, I manually did the templates/ folder within uploads to 777 as well, that fixed the problem for me.
