Survey theme/template: all

When people take a survey, they arrive at the survey's homepage, but the following information, found on many sites (like LimeSurvey.org), is missing from the footer:

Legal

Terms & Conditions
Legal Notice
Privacy Notice
Cancellation

This information could be included, along with the ability to specify the location of files/PDFs/links that point to the various terms mentioned above, similar to the question editor.

(The theme can be customized --> OK, but it would be nice if this were included by default.)

This should be implemented across all themes as a basic feature.
