I had two grous of questions and data policy configured and running well. After I delete one of group of questions, my data policy keeps reloading after submitted. 

Configuration:
Show survey policy text with mandatory checkbox: Show as a text
Show data policy in survey: Off
Show legal notice in survey: Off

I tested with Safari, Chrome, Firefox and Edge anonymous window and got the same behavior: I click in the data privacy checkbox, click in next button and the page is reloaded.

Check the survey data integrity.

Copy the survey and see what happens. Sometimes an action migh fail and leaves some residues that can cause problems.

If that doesn't help, send your survey as LSS so we can have a look.

I tried to make a copy but did not work.

Your suggestion gave me an ideia to build a survey from scratch. Now it works.
