Can't allow viewing/editing of all user groups for user was created by stevelegare
Please help us help you and fill where relevant:
Your LimeSurvey version: 2.05+
Own server or LimeSurvey hosting: Own server
Survey theme/template: Custom

Can't allow viewing/editing of all user groups, only groups the user is a member are shown.
I had never tested this feature before.
I would like a non "superadmin" user to be able to give access to user groups.
I thought I did what the documentation explained
Any thoughts on this?
