I don't know if this is a bug or an intended action.
If I do not answer most of the survey questions as they are not required, but I will answer a few. There is nothing on the statistics view page, just information about the title of the survey and the number of records.
I noticed a problem in version 3.25.19, I tested it again on 3.27.17. Tested demo survey "Sample LimeSurvey EN/FR/DE/ IT" with "Public statistics" option turned on.
If necessary, I can attach a test survey with the answers provided by me.
If i don't make error : there are an option in each question to be shown (or not) in statitics.

As I understand correctly, only those questions with the "publish to statistics" option (except for text questions) will be displayed on the public statistics page.
But from the tests I did. Only the ones I answered (which had public stats turned on) are visible. The rest (with statistics turned on) are not visible.

If you use the last version : it's an issue .
Because public statistics must not be linked to curent user response.
