I extract the response data file as VV file form lime survey dev server, and try to upload VV file to lime survey Prod server, it shows "Error,39 responses cannot be inserted or updated."

Could you please help me on this issue.

LimeSurvey version ? Did you activate datestamp between dev and prod server ?

If yes : see bugs.limesurvey.org/view.php?id=14058

Then you can update or add a startdate and datestamp column (copy the column submitdate : it's OK)
