I'm using rtl designed surveys and the survey languages is defined accordingly.
A problem I encounter (not consistent) is that the survey loads the "flat and modern.css" instead of "flat and modern-rtl.css"
and its scrambling the radio buttons with their labels...
Usually if I'm refreshing the page the right page is loaded.
Is this a known issue ? does anyone can point me to where should this bug lays?

I don't think anyone will be able to answer questions about version 2.52 anymore and probably no one has it to test and reproduce the problem. If it is a bug, it might already be fixed, the latest version of the 2.x branch is actually Version 2.73.1+171220.

Provide your LS version and where it is installed (own server, uni/employer, SaaS hosting, etc.).
Always provide a LSS file (not LSQ or LSG).
