We have a problem with the template application.
in a survey with only arabic language the template work.
Any custom and selected template doesn't work in arabic language when we choose arabic and any othe language.
So when we use more than one language with arabic by default or on a second language
the template work in any other language in the survey.

So the problem is with your custom template. We cannot help with that as we have no idea how that template is built or even what problems you are experiencing.

Copy a core template and start modifying that copy.

We have copy the core template "default" and modify it.
It's not about custom template.

But you said that the not modified core template is working fine. So the problem is with your custom template (a modified core template is also a modified/custom template).

how do i find the survey that i copyand modifiy from the cor ?, in know that the core template are in the folder template (defaut ubuntu orange and newpaper)

Should be in the folder "upload", at least that is where they were in previous versions.

you should update to 2.73 first.
