I would like to move the next and back buttons outside the navigator.pstpl

Working on a template layout with the back and next buttons on the side for large screens and fixed on the bottom for small screens.
See screenshots attached.

Is that not allowed?
Any workaround how to do this?

button must be inside form.

But you can add easily anythink everywhere and simulate a click on any button ( api.jquery.com/click/ ).
