Prevent automatic sample group & question in new survey was created by terryaulenbach

When I create a new survey, an example question group with one hew example question automatically appears. I cannot seem to find a way to prevent this. We are running version 2.50+ 160829. I have another installation for testing (latest version as of yesterday) that creates a blank survey with no groups or questions - my desired preference.

The ability to disable that was added in version 2.53. The fix is to update to the latest version.
