question edit tool bar should be sticky was created by first

The below question editing bar should be visible all the time when we are editing a question.

Normal workflow is Update question text --> Add sub-questions --> Add answer options.

Its not there after saving question.

Its not there while we are editing sub-question

Its not there when we are editing answer options.

Suggestion:

Please create a LS 2.5 feedback section. And a LS 2.06 LTS and a LS 3.0 section.
