My University wants to adopt LS for computer based testing of students. We want it to be available OFFLINE (on the local network) for now. Will this be possible?
A server that provides the questionnaires "online" but only within the local network (via the local IP), or you could install a XAMPP package with Limesurvey on each computer. I would go for the first option, because it is a lot easier to maintain.
But there is basically no difference between running Limesurvey only in the local network or via the internet. Just that it won't be accessible via the internet.

Provide your LS version and where it is installed (own server, uni/employer, SaaS hosting, etc.).
Always provide a LSS file (not LSQ or LSG).
